Republicans Claim Victory in Guam’s Gubernatorial Election
In a historic political shift, Republicans secured a significant victory in Guam as Tony Ada emerged victorious in the gubernatorial election held on November 3. This win marks the end of eight years of Democratic leadership in the territory.
According to unofficial results, Ada and his running mate EJ Calvo have successfully ousted the Democratic incumbents, signaling a notable change in Guam’s political landscape. The final results will be confirmed once the Guam Election Commission completes its canvassing process.
Election Details
Ada triumphed over Democratic candidate Therese Terlaje, who campaigned alongside lieutenant governor hopeful Sabina Perez. The outgoing governor, Democrat Lou Leon Guerrero, was ineligible to run again due to term limits, having served two consecutive terms.
Ada and Calvo advanced to the general election after a successful primary in August, where they garnered approximately 60.5% of the votes against challengers Frank Blas Junior and Mary Okada.

Campaign Focus
Ada’s campaign was centered around a ‘Guam First’ platform, prioritizing responsiveness to the needs of residents and advocating for practical reforms in territorial governance. A key issue was the territory’s healthcare infrastructure, particularly the proposed location and funding for a new hospital. The medical community in Guam supported a site at Oka Point, while the outgoing administration favored Mangilao.
Additionally, Ada called for the removal of federal Medicaid funding caps that limit healthcare assistance for Guam, reflecting a clear desire for change among the electorate.
Political Implications
This election outcome is a clear indication of voters’ readiness for a shift in leadership. Guam, an American territory, allows its residents to be U.S. citizens, yet they cannot vote in presidential elections. In conjunction with the gubernatorial race, Republican James Moylan also sought reelection as Guam’s congressional delegate.
Voters also elected lawmakers for the 15-member Guam legislature, where all positions are contested territory-wide. The results of this election will play a crucial role in Ada’s ability to push forward his budget and healthcare initiatives.
Notably, at least six legislative seats are set to welcome new representatives, as incumbents chose not to seek reelection. This election followed a series of devastating typhoons, highlighting the urgent need for effective disaster preparedness and recovery strategies.
Looking Ahead
For Ada and Calvo, the challenge now lies in converting their electoral success into effective governance and legislative collaboration. The end of eight years of Democratic control represents a significant territorial gain for the Republican Party during this midterm election cycle.
Upon taking office, Ada has articulated an ambitious agenda focusing on Guam’s economy, healthcare, education, public safety, and the territory’s relationship with the federal government under President Donald Trump.
“Guam is where America’s day begins but also Guam is the tip of the spear for the defense of America and we need to make sure our homefront is secure in order to keep America secure,” Ada stated.
Ada further emphasized the importance of maintaining robust ties with the military and federal authorities while safeguarding Guam’s security interests. He expressed the need for a balanced approach between government and the private sector, stating, “GovGuam does not print money. The economy runs because of the private sector.”
His administration plans to enhance law enforcement, expand drug prevention initiatives, and improve healthcare access, including addiction treatment services. Ada’s campaign also aims to address household expenses related to food, utilities, and transport, while promoting affordable housing solutions and support for vulnerable populations.
“Three diversification priorities are regional health care; trade, logistics, and local production anchored by Port modernization; and technology and digital services,” he concluded.
